Bruce Ellsworth is Commercial Attaché and Digital Attaché at the U.S. Consulate General in Dubai in the United Arab Emirates. Bruce’s responsibilities include data privacy, cyber security, digital trade, healthcare, investment, and financial services. He focuses on commercial diplomacy, promotion of U.S. exports, and attraction of foreign direct investment.
Previously, Bruce was Standards Attaché for Southeast Asia and Digital Attaché at the U.S. Embassy in Indonesia. In Indonesia, Bruce had a focus on promoting best practices at a time when draft legislation was being considered for cyber security, cross-border data, and privacy. Bruce started as a Foreign Commercial Service Officer in 2016 with a posting at the U.S. Department of Commerce in Washington, DC, where worked on China, Russia, and Eurasia affairs.
Before joining the U.S. Department of Commerce, Bruce spent twenty-five years based in Japan, where he worked in the pharmaceutical industry, the medical device industry, and the financial services industry. He served on the executive committees of the Japan operations of U.S. companies, such as Johnson & Johnson, Janssen Pharmaceuticals, and Hartford Life Insurance. At Hartford Life Insurance, he helped implement Japan’s data privacy law, the Act on the Protection of Personal Information, after its adoption in 2003.
Bruce has a Master of Arts in International Affairs from The George Washington University in Washington, D.C., and a Bachelor of Arts in International Studies from Austin College in Texas. He also attended Waseda University, Sophia University and Nanzan University in Japan and Tonga High School in The Kingdom of Tonga.
