About the Conference

GCC Board Directors Institute (GCC BDI) in partnership with AmCham Abu Dhabi and Israeli Directors Union (IDU), are proud to present a one-day in-person conference to bring together board directors and C-suite executives, government entities and senior dignitaries from both the UAE and Israel. The objective of this conference is to explore opportunities across various sectors of interest, namely – fintech, healthcare, cybersecurity, and technology.


Since the landmark signing of the Abraham Accords in 2020, the subsequent months have witnessed the rapid enhancement and strengthening of diplomatic and economic ties between the UAE & Israel. Bilateral trade between both countries since the signing of the Abraham Accords has reached around USD675 million and it is estimated that this could multiply many times over in the coming years.

    Dhaher bin Dhaher Al Mheiri is responsible for the development and management of the registration process for both financial and non-financial services companies and real property in Abu Dhabi Global Market. As part of his authority, Al Mheiri also has oversight of ADGM-registered firms’ compliance to its commercial rules and regulations.

    Over the course of his 13 years’ career, Al Mheiri held numerous key roles in business development and strategy, including six years with the Dubai International Financial Centre Authority in various managerial positions.

    Al Mheiri began his career in the family business, playing an instrumental role in operational aspect for seven years. He was then appointed as the advisor and subsequently as a Board Member where he instituted the family governance and restructuring of the family business. Al Mheiri currently oversees the estate on behalf of his family.

    Al Mheiri holds a bachelor’s degree in Business Administration from Suffolk University, Boston, USA.

    Mr. Refael Franco – former Deputy General Director of Israel National Directorate , under Prime Minister most-senior ranking Israeli cyber official. In this role he was in charge for the overall cyber robustness of the Israeli civil domain, the national critical infrastructures, government institutes, Israeli sectors and the election process. Refael lead the national efforts on cyber regulations, methodologies, training, awareness and the development of human capital. In his capacity he had oversaw ‘Identification and Biometrics Applications.

    Refael established the relationship between INCD to High-Tec industry association.

    Before that he was the Executive Director, Regulation and Training Division at the Israel National Cyber Security Authority, where he developed ‘Israeli Defense Strategic Methodology’. Prior to that Refael served for 20 years in the Israel Security Agency (ISA) in a verity of positions.

    With unparallel connections to every Cyber related player in the country – Franco has the access and outlook which allows to “connect the dots” and predict the face of Cyber in the future – and so locate, invest and grow those start-ups which respond to these trends.

    Dr Ray O. Johnson is Chief Executive Officer of the Technology Innovation Institute (TII), which aims to be a leading global research centre dedicated to pushing the frontiers of knowledge. In this role, Dr Johnson will work on shaping the strategic direction of the Institute and lead the execution of its growth strategies to achieve operational excellence.

    Dr Johnson brings to TII more than four decades of experience in global technology leadership, making strategic investments in disruptive technologies, and developing business strategies that resulted in several new billion-dollar lines of business. He also holds outstanding networking capabilities; he has met with leaders in the highest echelons of government, industry, and academia. He is frequently sought after as a speaker at global forums on business, strategy, innovation, and education.

    Prior to joining TII, Dr Johnson was an Operating Partner at Bessemer Venture Partners, a top-tier American venture capital company that has been part of 130 IPOs in the last 50 years. Founded in 1911, Bessemer Venture Partners is the oldest venture capital firm in the USA. Earlier, he was Corporate Senior Vice President and Chief Technology Officer of the Lockheed Martin Corporation, in Maryland, USA, where he was responsible for operational performance and the associated board-reportable metrics. He led Engineering and Technology, Production Operations, Global Supply Chain, Program Management, and Logistics and Sustainment, while managing more than 72,000 people working on over 4,000 programmes. He also led the Advanced Technology Center in Cherry Hill, New Jersey, a profit and loss (P&L) centre focused on generation-after-next technologies.

    Previously, Dr Johnson was Senior Vice President and Chief Operating Officer at Modern Technology Solutions, Inc, where he developed business strategies, implementation plans, and executive-level metrics to refine the company’s strategic direction and vision. Prior to that, he was Senior Vice President and Business Unit General Manager at SAIC, a premier Fortune 500® technology integrator and leader of US digital transformation efforts. In this role, he turned around and realigned four entities within the company and led and won a competitive multi-year US$800 million programme.

    Dr Johnson holds Ph.D. and M.S. degrees in Electrical Engineering from the Air Force Institute of Technology in Ohio, USA. He earned a B.S. in Electrical Engineering from Oklahoma State University in Stillwater, Oklahoma, USA. He is a Full Academician of the International Academy of Astronautics, and a Fellow of the International Society for Optical Engineering and the Institute of Electrical and Electronics Engineers.

    Christina has extensive experience in different domains, particularly, public affairs, marketing, and sales in the ISMEA region. Prior to joining UPS, Christina worked with the American Chamber of Commerce in Abu Dhabi, where she was responsible in building strategic partnerships with private and governmental entities across the region. She has also led many industry focus groups for AmCham, in various sectors including healthcare, defense, aerospace, security, cyber, education, engineering/construction, and legal affairs. She has previously held executive positions in marketing and sales at leading hospitality chains such as The Ritz-Carlton Abu Dhabi, Grand Canal and the Shangri-La’s Barr Al Jissah Resort & Spa in Oman. During her time, she was tasked to create new sales departments and high-impact strategies that exceeded past performance targets.

    Christina holds a master’s degree in business administration from the University of Strathclyde.

    Doron Rozenblum is the Vice President of The Institute of Internal Auditors in Israel. In this role, Doron provides direction for The IIA’s Israel strategic plan, conferences and training. Doron is also responsible for global relations with the IIA and IIA institutes around the globe. Doron’s service as an active volunteer with The Global IIA includes roles as committee member and currently Doron is 2018-2019 Directors-at-Large for the IIA Global Board of Directors.

Francesca holds a Law degree from L.U.I.S.S. Guido Carli University in Rome, Italy, and has a strong background in Compliance, Employment Law, Immigration and Corporate law, Data Privacy, and Regulatory matters across EMEA. She lives in Dubai with her son Leonardo of 13 years old and enjoys spending time with her family.

    Over the course of his academic career, he served as a professor of aeronautical engineering, mechanical engineering and industrial engineering and management, and as a professor of business administration, specializing in stochastic processes applications, global business strategy and technological innovation. In addition, has served as a principal research associate and visiting professor in universities around the world, including: New York University, Columbia University and UCLA in the United States, McGill University in Canada, Deakin University in Australia, and Bilkent University in Turkey.

    He serves as an elected director of the Global Entrepreneurship Research Association (GERA), which is engaged in a global, multi-year study of entrepreneurship and innovation (GEM). He is the founding director of Young Entrepreneurs Israel, a member of the Israel Association of Industrial Engineers at the Association of Engineers, Architects and Graduates in Technological Sciences in Israel, and chair of the Ira Foundation of Business, Technology, and Society.

    Prof. Menipaz is the founding director of an international company for computer memory units and a retired senior partner of Ernest & Young International.

    In addition, he served as chair of the Canadian National Research Council’s Industrial Engineering and Management Committee, as a member of the American Quality Foundation under the auspices of the Office of the President of the United States, and as a member of the Forum for Sustainable Economic Development in Former Communist Bloc Countries.

She taught finance theory, portfolio management, international finance and Israel’s financial markets at the University of Colorado at Boulder, the University of New Mexico (Albuquerque), Ben Gurion University (Israel) and Ono Academic College (Israel).

    Dr. Gur Gershgoren has been a senior lecturer at the Ono Academic College since 2010. Her research focuses on the microstructure of financial markets, analysis of financial systems within the context of Econophysics, corporate governance, and capital-market regulation.
